for using stock components. That number is combined removal from the block and heads. This is due to the timing shift that happens when the heads get closer to the crankshaft. Camshaft timing retards approximately (0.15 DS/0.35 PS) degrees per 0.005" removed, assuming heads are decked evenly, which they should be. You can just as easily deck further if required with oversize head gaskets (i.e. Cometic)
